  1992 - Present

Demonstrated an ability to provide worksite safety/hazard analysis, accident investigation, cause determination and expert witness services for plaintiff and defendant cases involving both construction and general industry. Deposition and trial experience. Familiar with construction practices, techniques and equipment as well as the general industry environment. Served on the faculty of the National Business Institute Seminar on OSHA considerations for attorneys and conducted other seminars and training regarding OSHA regulations and procedures. Developed construction safety courses on Fall Protection, Electrical Hazards and Scaffolding for application at all United States Department of Energy construction sites. Reviewer of National DOE Rigging Manual. Taught Permit Required Confined Space Entry at Wisconsin’s Annual Safety Congress and wrote an article on confined space entry in Wisconsin Safety and Health. Assisted employers in OSHA compliance through comprehensive onsite workplace surveys.

Senior Compliance Officer:
U. S. Department of Labor - OSHA  1979-1992

Demonstrated an in-depth knowledge of OSHA standards, procedures and policies and an ability to conduct comprehensive inspections of a complex nature in a wide variety of worksites in Construction and General Industry for the purpose of identifying hazards and apparent violations of OSHA regulations. Personally conducted over 1600 OSHA inspections. Evaluated multi-employer worksites and documented evidence necessary to establish legal responsibility regarding OSHA violations among respective employers. Examined relationships and distinguished between employer/employee and contractor/subcontractor status using legal criteria. Investigated accidents through fact finding and analysis, personal interviews and research to determine accident cause and whether and to what degree OSHA violations contributed to that cause. Prepared case files for legal sufficiency and provided court testimony on behalf of the Department of Labor. Reviewed and evaluated employer programs and records for compliance. Recommended abatement procedures for all apparent violations. Provided information, technical assistance and interpretations of OSHA standards for the public. Acted in the capacity of District Office Supervisor. Trained other Compliance Officers and reviewed their work. Conducted Informal Conferences and negotiated settlement agreements with employers. Provided a variety of speeches, presentations and training for employer and employee groups including topics such as Fall Protection, Trenching and Excavation and Confined Space Entry.

District Safety Engineer:
U. S. Veterans Administration    1977-1979

Demonstrated an ability to implement a comprehensive safety and health program for all Veterans Administration facilities within a medical district. Represented the National Office by conducting comprehensive workplace safety inspections, program evaluations and employee complaint investigations for the purpose of determining compliance with OSHA standards, building codes and Joint Commission on Accreditation of Hospitals requirements. Reviewed plans and specifications for proposed construction projects and inspected worksites for safety.

Chief, Fire Protection and Security Systems Division:
Smithsonian Institution  1975-1976

Demonstrated an ability to plan, implement and manage a comprehensive fire protection plan for all Smithsonian facilities. Reviewed plans and specifications for all proposed construction and building modifications. Inspected construction sites and facilities. Applied requirements contained in the Life Safety Code and OSHA regulations. Final review of reports, proposals and other work by staff. Established funding allocation priorities. Prepared reports and proposals.

Fire Protection Engineer:
National Bureau of Standards 1974-1975

Demonstrated an ability to plan, design and conduct research projects in light of existing building codes and directed toward producing performance standards and acceptance criteria for automatic fire detection devices and systems. Interpreted results and prepared scientific reports.

Project Engineer:
Underwriter’s Laboratories, Inc. 1969-1973 

Demonstrated an ability to supervise testing programs aimed at evaluating compliance of a wide variety of fire protection equipment and systems to codes and standards. Evaluated results and prepared technical reports. Participated in initial research and testing of systems utilizing halogenated extinguishing agents. Represented UL at Life Safety Code committee meetings.
